This is the agreement that FREC members developed and agreed to on June 9,2011. FREC continues to grow and we are currently reviewing the agreement.
FACILITATING RACIAL EQUITY COLLABORATIVE (FREC)
AGREEMENT: June 9, 2011
Mission: To work collaboratively and democratically toward just, equitable, antiracist communities.
- Members, who may be organizations and their representatives or unaffiliated individuals, are committed to working against racism, systemic racism, white privilege/supremacy, and colonialism.
- Meetings are open to all interested parties. Parties may become members after attending three meetings and taking on tasks for the organization, serving on a committee, and/or providing financial or other support, in a manner consistent with the organization’s mission and norms. Members commit themselves to the mission, norms, and guidelines included in this document.
- Members are recognized as such in organizational documents, website, etc., and have access to all organizational documents.
- The Facilitating Racial Equity Collaborative is an organization without legal standing such as a corporation, non-profit, etc.
- The organization conducts its activities by the actions of its membership and through the work of standing committees, including but not limited to:
- Day Of/Logistics
- Executive Committee
- Each committee except the Executive Committee is led by one or more Conveners, who together comprise the Executive Committee.
- Decision-making is the responsibility of the members present at a regularly scheduled or specially-called meeting for all members. Consensus is the preferred method for decision-making. Authority for specific decisions, often within specified guidelines, may be delegated to committees or individuals. In circumstances where a regular meeting cannot be held in a timely manner, the Executive Committee may make a decision for the organization.
- Cherokee Park United Church is the fiscal agent for FREC, per written agreement. It is the only organization empowered to receive and disburse funds in behalf of the organization. Donations to the organization are tax-deductible to the extent allowable by law if they are made payable to CPUC.
- This document, FREC Agreement of June 9, 2011, may be modified by FREC at any regular meeting, following the process whereby it makes its decisions as given above.
Objectives for FREC Members:
- Deepen our holistic understanding of how the racial domination system and colonialism generate racist practices and white privilege, impede our efforts for racial justice, inhibit us from talking about race, and perpetuates itself through culture, ideas and institutions.
- Improve our skills in countering racism and organizing for racial justice by seeking and sharing knowledge about best practices and sound social science theory, and sharing models, skills, tools, approaches, programs, and practices.
- Use our organizational networks to strengthen and expand the outreach, influence, and effectiveness of FREC mission and activities.
- Broadly share our knowledge and skills with other individuals and organizations.
- Support each other and others involved in antiracism work.
- Conduct and engage in group study at each of the regularly-scheduled meetings.
- Share antiracism educational documents, and information about member-sponsored or endorsed workshops and conferences, with educators, other antiracism/social justice activists, and community leaders.
- Hold an annual conference reflective of FREC mission and objectives, providing opportunities for participants to gain knowledge about racism, systemic racism, white privilege/supremacy, and colonialism to learn practical skills for countering racism and facilitating difficult conversations, and to network with others engaged in antiracism efforts.
- Encourage networking and mutual support with and among other anti-racist organizations, either through member involvement in organizations or activities at the annual conference.
- Maintain a website to serve these goals.
- Issue public statements, or otherwise act, in support of other anti-racist causes or organizations as deemed appropriate.
- Members share leadership and responsibilities (facilitation of meeting, agenda setting, note-taking, participation).
- Members accept personal accountability to the group and honor mutual expectations.
- Members acknowledge and honor restrictions that may exist for individuals given their organizational requirements.
- Delegation/delegated authority is honored – responsibility with authority is given to individuals and sub-groups; thus, not all members are involved in every decision.
- Meeting participants agree to standards for behavior which are designed to engage broad participation, honor differences, and enhance learning and understanding, including:
- Keeping an open mind for different approaches and opinions;
- Listening with respect and without judgment;
- Making statements honest and transparent;
- Committing to immediately address unintended racial hierarchies/ interaction patterns that may enter into discussion;
- Providing time for critical thinking and thoughtful decisions;
- Using consensus as the preferred method of decision-making; and,
- In the face of a dilemma or conflict, committing to err on the side of compassion.
